It would have been very helpful if they had been broken down into paragraphs. I had to follow along with my finger to keep my place

Due to the formatting limitations, we were not able to increase the font size or place in paragraphs.

Maybe you can make this a regular policy when changing rules. It makes wading through them the first time worth it.
