Yes, I remember the driving in Washington was totally insane!

So, don't drive.
DC still has one of the best Metro systems in the country. My old work territory was from GWU/DuPont down to the Treasury and I could still do fill-in calls to the Pentagon with no sweat.

I would recommend a scooter as well. I went to DC in 2011 with my family (wife, 2 sons 10 and 4, and my mother-in-law). The metro system is great and people are really friendly and helpful. My older son and I went to a Washington Nationals game one night and I took my scooter on the Metro. I drove the scooter on all of the tours and it allowed me to conserve my energy. Use whatever tools you can to help you and your family to have a great trip!
