spasticity /circulation?

Is it possible for limb spasticity to cause poor circulation? For instance, if your leg muscles stiffen or tighten, can it decrease circulation to your foot?

I had to ask my neuro about this because my Ty infusion nurse was alarmed by the swelling in my right ankle... His answer was yes, definitely - probably caused by the fact that the nerves are getting mixed or no signals.
