why insurer asks for specific date as "expected date to return to work"?

has anyone been asked to provide "progress update" with specified date for "expected date to return to work" in order to get approved for STD?

I live in CA and state STD runs up to 12 months.

since I have gone on disability, my Neuro stated I'm totally disabled and never can go back to work
my STD was approved for 3 months and extended for 3 more months.

my LTD also was approved, now after 6 months, STD is asking for a "progress update" with specified date for "expected date to return to work" in order to get approved for STD extension?

says if no specific date, then claim wont qualify for extension and LTD wont kick off unless STD will be exhausted.

sound strange to me, already once extended and my LTD is approved, why now need to provide "progress update" with specified date for "expected date to return to work" ?

    any thought?

    Thanks
